Romeu Zema
Economy
Zema's government plan, registered with the electoral court under the name Plano Implacável, centers on a fiscal shock program built on the diagnosis that excessive state spending, high taxes and heavy economic intervention are the root causes of Brazil's rising public debt, high interest rates and weak investment. It proposes a pension-system overhaul reaching federal, state and municipal governments as well as rural and military regimes, with retirement ages adjusted automatically as life expectancy rises; controls on the automatic growth of mandatory spending and parliamentary budget amendments; an administrative reform cutting the number of ministries and commissioned positions; and progressive targets for reducing the tax burden that would obligate spending cuts rather than follow them. On monetary conditions, the plan pursues primary fiscal surpluses to bring down the debt-to-GDP ratio as the route to lower interest rates, alongside a reduced Financial Operations Tax (IOF), increased banking competition, gradually falling corporate income tax rates, and automatic tax calculation from electronic invoices to simplify compliance.
Economy
On the state's economic footprint, the plan calls for privatizing all federal state-owned enterprises, naming the postal operator Correios and the Minas Gerais utility Cemig among the assets to be sold, and has been reported as including a pledge to privatize Petrobras and Banco do Brasil if elected; it also proposes deverticalizing Petrobras into separate production, refining, transport and logistics divisions and letting fuel prices follow market references without political intervention. On labor policy, it proposes an optional negotiated employment regime letting employers and workers set variable compensation, payment frequency, daily hours and vacation division directly, capped at 44 weekly hours, alongside zeroed employer payroll contributions on up to one minimum wage for workers moving out of informal employment and an end to mandatory union membership and dues. On cash-transfer programs, it proposes consolidating existing transfers into Bolsa Família with work requirements for able-bodied adults and a one-time payment of R$5,000 for families that exceed the program's income threshold and exit voluntarily, alongside a new Sócios do Brasil program depositing R$1,000 at birth for every Brazilian into a stock-fund account accessible at age 18.
Agriculture/Food
On agribusiness, the plan frames its approach around the view that Brazilian agribusiness has grown "despite the state, not because of it," proposing to cut regulatory bureaucracy and licensing requirements for lower-risk rural activities, reorient the state agricultural research agency Embrapa toward applied innovation, and rely on private partnerships to build roads, railways, waterways, ports and storage capacity serving agricultural producers. It proposes a hybrid public-private insurance fund covering climate, pest and market-related losses, expanded rural broadband and 5G connectivity, accelerated land-title regularization paired with satellite-based monitoring against land-grabbing, and expanded gun-ownership rights on rural properties, alongside positioning Brazil as a biofuel-export leader through sustainability and traceability branding.
Security
On public security, Zema's plan proposes classifying organized criminal factions as terrorist organizations, lowering the age of criminal responsibility to 16 for serious crimes, and authorizing deployment of the armed forces against criminal groups exercising territorial control, alongside construction of additional maximum-security prisons. It also proposes expanding networks supporting victims of domestic violence, integrating public-health and public-security responses to gender-based violence.
Health
On health policy, Zema's plan proposes expanding partnerships between the public health system (SUS) and private providers for exams, consultations and surgeries under defined quality and volume targets, and strengthening the Family Health Strategy through digital tools and expanded coverage, with priority given to vaccination, chronic-disease management and care for indigenous and elderly populations. It proposes shared federal, state and municipal financing for mental-health services, and for women's health prioritizes strengthening prenatal care and reducing pregnancy complications, alongside integrating health and public-security responses for victims of violence.
Education
On education, the plan proposes expanding vocational and technical training, moving oversight of higher education to a science-focused ministry, ending the practice of internal elections for university rectors, and legally permitting homeschooling.
Governance
On judicial and political reform, the plan proposes raising the minimum age for appointment to the Supreme Federal Tribunal (STF) to 60, eliminating individual justices' power to unilaterally suspend laws or block public policies, transferring some tax and criminal jurisdiction away from the Court, creating an independent ombudsman's office to investigate justices, and requiring the Senate to formally take up impeachment petitions against justices when backed by a majority of senators or substantial public support. On the political system, it proposes adopting a mixed-district electoral system, ending public party and campaign funds in favor of private financing, permitting independent candidacies, reapportioning congressional seats by population, and reducing the number of ministries to roughly 20 while cutting commissioned positions, ending civil-service perks such as extended leave and tenure bonuses, and ending the 100-year secrecy classification currently available for some public records.
