Mahamudu Bawumia
Economy
Bawumia's platform commits to sustaining economic growth in the range of 6 percent annually through an independent Fiscal Responsibility Council and a rule capping yearly government spending at 105% of the prior year's tax revenue. It proposes abolishing the Electronic Transfer Levy (E-Levy) and pairs this with a business-incentive package that includes Investment Tax Credits for start-ups in strategic sectors, a flattened import-tariff structure, harmonizing Ghana's port charges with regional competitors, a dedicated SME Bank for businesses that employ most of the workforce, reduced mineral-export taxation for small-scale miners, digitized land titling to let property serve as loan collateral, and new special economic zones at border towns such as Aflao and Paga. A currency-anchoring measure Bawumia calls the "Gold for Oil" programme is also cited among his recurring economic pledges.
Economy
On jobs and digitalization, the platform pledges to train one million young people in digital skills, expand employment tied to private-sector-led infrastructure projects, and raise internet penetration to 90 percent. Related proposals include a Digital Residency scheme for technology businesses, five-year Digital Nomad Visas intended to attract international talent, and a designated Digital Ambassador tasked with promoting Ghanaian exports in overseas markets.
Health
The manifesto commits to completing all outstanding Agenda 111 district hospitals, recruiting additional doctors, nurses and allied health workers, and scaling up telehealth services nationwide. It also proposes expanding drone-based delivery of medical supplies to further sites, including Funsi and Kintampo, and ensuring interoperability across e-pharmacy platforms.
Agriculture/Food
Food-security proposals center on stabilizing local food prices through financing channeled via the Development Bank Ghana and the GIRSAL guarantee facility, expanding production of staple crops, and investing in post-harvest storage and preservation infrastructure. Bawumia has said an inclusive "blue economy" component, covering sustainable fishing and aquaculture supported by a World Bank-backed coastal-management program, marine tourism, and mitigation of coastal erosion, would feature prominently in the platform.
Security
Security commitments include completing 15 Forward Operating Bases along Ghana's land borders, recruiting 20,000 additional security personnel, and deploying an estimated 50,000 CCTV and body-worn cameras to support policing and law enforcement.
Education
The platform pledges to continue the free Senior High School and free TVET programmes, establish an Open University, expand tertiary student housing, integrate existing scholarship databases into a single system, and exempt employed university graduates from mandatory national service.
Governance
Governance proposals include capping the number of government ministers at 50, restoring the election of Metropolitan, Municipal and District Chief Executives by universal adult suffrage, separating the process of creating new districts from that of creating new constituencies, and allocating a direct share of the Common Fund to electoral areas. The platform also references an Affirmative Action Plan aimed at expanding opportunities for women and girls.
