Tom Tiffany
Economy
On the economy, the plan calls for freezing property taxes, a 10% income-tax cut for households earning under $150,000, eliminating state income tax on tips and overtime pay, returning the state budget surplus to taxpayers, repealing Wisconsin's minimum gas-markup law (which the campaign says adds over 30 cents a gallon), and pursuing occupational-licensing reform to remove unnecessary fees and red tape for new businesses. It separately proposes barring institutional and foreign investors from buying single-family homes and streamlining home-construction permitting.
Health
On health care, the plan calls for mandating clear, upfront pricing from hospitals and insurers, expanding direct-primary-care models and letting the Wisconsin Farm Bureau offer health plans to members, strengthening oversight of pharmacy benefit managers to protect independent pharmacies, cracking down on Medicaid fraud using technology modeled on Indiana's program, and legalizing medical marijuana under a tightly regulated program for veterans and chronic-pain patients.
Agriculture/Food
The plan proposes banning China and other foreign adversaries from buying Wisconsin farmland, restoring local control over siting large wind, solar, and data-center projects, making it easier for farmers to sell directly to schools and restaurants, and creating a "Young Farmers Program" to expand access to land and equipment financing.
Security
On public safety, the plan calls for supporting law enforcement with more training and tools, opposing early release for violent offenders and sex offenders, banning sanctuary-city policies and requiring local cooperation with federal immigration enforcement on criminal defendants, and new age-verification and parental-consent rules for app stores and social platforms aimed at protecting children online.
Immigration
The plan calls for a statewide ban on sanctuary-city policies and mandatory local law-enforcement cooperation with federal immigration authorities regarding people accused of crimes.
Education
On education, the plan calls for tying additional school funding to measurable outcomes, restoring higher academic standards and transparent school report cards, setting a stronger minimum starting teacher salary (citing Wisconsin's current 44th-place national ranking), expanding curriculum transparency and parental-consent requirements around name and pronoun changes, and freezing UW System tuition while eliminating DEI programs.
Infrastructure
The plan calls for streamlining permitting and approvals for road projects (citing a years-long timeline for a 3.5-mile stretch of I-94 expansion) and reducing regulatory costs that the campaign says add roughly $88,500 to the price of a new home in the Midwest.
Governance
The plan calls for auditing every state agency and program for waste and fraud, publishing a public spending dashboard, requiring work, volunteering, or training for able-bodied adults without children who receive welfare, and improving the state's veterans' homes. It also proposes several socially conservative measures, including barring transgender athletes from girls' sports.
